Penonaktifan tersebut sebagai buntut dari insiden penamparan terhadap Kepala Desa (Kades) Jambangan, Kecamatan Sarang, Kabupaten Rembang pada Jumat (10/11/2017) lalu. SEMARANG, — Gara-gara menampar seorang kepala desa, Komandan Distrik Militer 0720 Rembang Letkol Inf Darmawan Setiady dibebastugaskan mulai Minggu 12/11/2017. Insiden itu terjadi pada Jumat 10/11/2017 saat digelar rapat koordinasi pengawasan dana desa di Pendopo Museum RA Kartini Rembang. Saat Darmawan menyampaikan materi, Kepala Desa Jambangan Muhammad Hilaludin bertingkah seolah cuek. Merasa disepelekan, Darmawan memanggil Hilaludin ke depan. Saat Hilaludin mendekat, Darmawan langsung menampar pipi kiri kades tersebut. Saat itu, Darmawan merasa disepelekan karena Hilaludin menyandarkan kepalanya di kades yang hadir dalam forum tersebut ramai-ramai melayangkan protes atas insiden tersebut. Panglima Kodam IV/Diponegoro Mayjen TNI Tatang Sulaiman dalam keterangan tertulis membenarkan terjadi insiden penamparan tersebut. Namun, kasus ini kemudian diselesaikan secara kekeluargaan dengan mediasi bersama Bupati Rembang Abdul Hafidz. "Betul telah terjadi peristiwa itu. Kami menyesalkan atas apa yang telah terjadi dan sudah diselesaikan secara kekeluargaan serta disepakati tidak menuntut secara hukum disertai permohonan maaf Dandim Rembang kepada yang bersangkutan dengan dimediasi Bupati Rembang dan Forum Komunikasi Pimpinan Daerah Kabupaten Rembang," kata Tatang, seperti dikutip dari Penerangan Kodam IV Diponegoro, Minggu malam. Tatang mengatakan, instansinya sudah berkoordinasi dengan Markas Besar TNI Angkatan Darat. Darmawan akan tetap diproses secara internal. "Penggantinya sudah disiapkan," kata mengimbau kepada semua jajarannya agar kasus ini menjadi pembelajaran agar tidak terulang pada kemudian hari. Kepala Penerangan Korem 073/Makutarama Mayor CAJ K July Silooy mengatakan, terhitung mulai Minggu 12/11/2017 ini, Letkol Inf Darmawan Setiady tidak lagi melakukan wewenang tugas dan tanggung jawabnya sebagai Dandim 0720/Rembang. "Beliau Dandim 0720/Rembang mulai hari ini telah di-nonjob-kan. Sebagai penggantinya sementara adalah Letkol Inf Teddy Himawan, Kasiter Korem 073/Makutarama," kata July saat dikonfirmasi terpisah. Selanjutnya untuk dugaan kasus pemukulan yang dilakukan Darmawan, ia memastikan kasus ini akan ditangani sesuai aturan yang berlaku di militer. "Kasusnya tetap diusut karena di institusi militer ada aturannya. Nantinya akan dilakukan pengecekan dan diproses sesuai aturan," katanya.
